Donetsk region is one of the most dinamically developing regions of Ukraine. Donbass is known all over the world as one of the biggest industrial center. It is fairly considered to be the basis of the Ukrainian economy. But Donbass is, first of all, an area of wonderful and hard working people, real patriots of their land.
Donetsk regional council is a representative body of local self-government in Ukraine. People have entrusted future development of social, economic and political life of the region the body of deputies. Local self-government is a self-developing system, which allows every citizen, at any moment, to become an initiator of changes for a better live.

Information on the council
Regional and district councils are bodies of self-government, which represent common interests of territorial communities of villages, settlements and cities within the framework of the authority, which has been passed to them by rural, town and city councils, recognized by the Constitution of Ukraine and other laws and also the authority, given them by village, settlement and city councils.
A self-government body ( local self-government has the right of a territorial community- citizens of villages or a voluntarily united rural community of citizens of several villages, settlements and a town) – has the right to solve independently problems of local importance in the framework of the Constitution and the Law of Ukraine.
Peculiarities of carrying out self-government in the cities of Kiev and Sevastopol are defined by separate laws of Ukraine.
Local self-government is performed by a territorial community according to the order, established by the law, both directly and through organs of local self-government: rural, towns, city councils and their executive bodies. District and regional councils are local organs of self-government, representing common interests of territorial communities of villages, settlements and cities. The problem of orginization of self-government in towns and cities pertains to the compitence of city councils.
On initiative of citizens rural, settlement and city councils can create residential, quarter and other organs of self-organization of population and endow them with a part of their own competence, finances and property.
Principal types of activities
The councils approve programs of social, economic and cultural development of the corresponding regions and districts and control their fulfilment.
They also approve district and regional budgets, which are formed out of finance of the state budget for their corresponding distribution among territorial communities or for executing joint projects using the financial means, allocated on the terms of agreement from local budgets for realization of social, economic and cultural programs; they also control their fulfillment. The councils solve other problems, pertaining to their competence, given them by the Law.
Organs of local self-government, within the limits, determined by the law, make decisions, which are to be fulfilled, in the compulsory way, on a certain territory.
Resolutions of the bodies of self-government can be canceled in keeping with the orders, established in the legal way, with simultaneous applying to the court in case they are not in conformity with the Constitution and the Law of Ukraine.
